About the Editors Prof. (Dr.) Shyam T. Shirsath is Senior Professor & Head, Department of Public Administration and Public Policy, Dr. Babasaheb Ambedkar Marathwada University, Chhatrapati Sambhajinagar. Formerly Pro-Vice Chancellor and Principal, he has guided 16 Ph.D. and 29 M.Phil. scholars. He has authored/edited 26 books and published 63 research articles. Dr. Jyoti Subhash Dhayagude is Professor in the same department. A PG gold medallist and first-attempt SET qualifier, she has over 23 years of teaching and research experience and 50+ publications. Her research interests include local self-government, rural development, women’s leadership, administrative reforms, and population policy and implementation.
